Underline them once, for the whole site
Menus and buttons don’t need it. This only underlines links inside paragraphs.

Click the text box, select the link’s words and click the underline button in the text toolbar. Do it once per link.
Webflow
Select a link inside a paragraph, set Typography → Decoration to underline on its style, then Publish.
